Jeff is an experienced litigator who represents individuals and entities in a wide variety of commercial litigation. Whether advising clients on case strategy, conducting discovery, or defending through trial, Jeff works closely with his clients to achieve the best results possible.
Jeff serves as counsel for automobile and motorcycle manufacturers and distributors in warranty litigation pursuant to the federal Magnuson-Moss Warranty Act and Pennsylvania’s Automobile Lemon Law.
Jeff’s practice involves the defense of the “alphabet soup” of consumer finance claims (ECOA, FCRA, FCEUA, FDCPA, TILA, UTPCPL etc.) and contested foreclosures. It also involves defending employers against allegations of employment discrimination brought pursuant to state and federal employment laws.
A portion of Jeff’s practice is focused on the construction industry, where he has represented contractors and subcontractors in all aspects of construction projects. He has defended and prosecuted construction defect claims, Pennsylvania Contractor and Subcontractor Payment Act (CASPA) claims, and mechanics’ liens.

Verdicts / Settlements (Case Results)
- Mechanics Lien and Payment Act Matter Dinsmore represented an electrical and instrumentation services subcontractor in a mechanics’ lien and Contractor and Subcontractor Payment Act (CASPA) matter. Following the provision of services for the construction of a natural gas pipeline, the subcontractor was not paid in accordance with the parties’ contract in an amount in excess of $1,000,000. Dinsmore noticed and filed mechanics’ liens, along with a complaint alleging CASPA violations, and, following protracted litigation, recovered approximately 99% of the amount contractually due. , 2024
- Obtained dismissal, with prejudice, of consumer's West Virginia Consumer and Credit Protection Act and Magnuson-Moss Warranty Improvement Act claims via dispositive motion., 2025
- Second-chaired non-jury trial representing subcontractor in payment dispute with general contractor. Following a three day trial, judgment was entered in favor of subcontractor., 2023
- Second chaired a bench-trial matter wherein our client, general contractor, brought suit against one of its subcontractors, alleging that the subcontractor failed to complete its work in a timely and workmanlike matter. The subcontractor counterclaimed pursuant to Pennsylvania's Contractor and Subcontractor Payment Act (CASPA), seeking its attorney fees. Following a 2.5 day bench trial, the court awarded our client $108,787.36, plus its reasonable attorney fees incurred in defending the subcontractor's unsuccessful CASPA claim., 2022
- Second chaired a AAA arbitration on behalf of our client, claimant general contractor who contracted with a governmental body for the completion of roadway improvements. We alleged delay damages in the amount of $163,463.56 as a result of the governmental body's failure to timely secure a highway occupancy permit.
