Lisa M. Siefert

Lisa M. Siefert is a litigation shareholder at GRB Law in Pittsburgh, Pennsylvania. With nearly two decades of experience, she represents school districts, municipalities, public agencies, employers, insurers, businesses, and individuals in complex civil litigation and administrative proceedings throughout Pennsylvania. Her practice focuses on education law, municipal law, employment litigation, Title IX matters, civil rights defense, governmental liability and immunity, construction litigation, land use and zoning, public contracting, and insurance defense.

Lisa has extensive experience serving Pennsylvania public entities and educational institutions as litigation counsel, special counsel, investigator, hearing officer, and Title IX decision-maker. She advises and defends school districts, intermediate units, school boards, administrators, municipalities, boroughs, townships, and public officials in high-stakes matters involving constitutional claims, governmental immunity, employee discipline, student and personnel issues, public records, public meetings, procurement, and institutional liability. Her work includes matters arising under 42 U.S.C. § 1983, Title VI, Title VII, Title IX, the Americans with Disabilities Act, the Family and Medical Leave Act, the Pennsylvania Public School Code, the Sunshine Act, and the interplay between Pennsylvania's Right-to-Know Law and the discovery process in litigation.  She also serves as solicitor to the zoning hearing boards of two Pennsylvania boroughs, advising the boards on land-use proceedings, evidentiary issues, hearing procedures, and compliance with the Municipalities Planning Code.

As an employment litigation attorney, Lisa represents public and private employers in discrimination, retaliation, harassment, wrongful termination, disability accommodation, leave, wage-and-hour, and workplace-policy disputes. She also conducts internal investigations and advises clients regarding hiring, discipline, employee misconduct, employment agreements, severance arrangements, handbooks, administrative regulations, and grievance procedures in unionized and nonunion workplaces. Her employment practice is grounded in practical risk assessment, careful documentation, and an understanding of the operational challenges facing public institutions and private employers.

Lisa also maintains a public construction and commercial litigation practice. She represents owners and governmental entities in disputes involving design errors and omissions, construction delay, defective workmanship, contract performance, bid protests, procurement requirements, and public works projects. Her municipal and land-use practice includes zoning appeals, conditional-use disputes, civil rights claims, governance matters, public contracting, and litigation involving boroughs, townships, and other local government entities.

A seasoned Pennsylvania trial lawyer, Lisa has handled jury trials, bench trials, arbitrations, administrative hearings, dispositive motions, oral arguments, and appeals in state and federal courts. She is known for combining rigorous legal analysis with practical judgment, clear communication, and disciplined litigation strategy. She prepares every matter with trial in mind while remaining attentive to opportunities for efficient and favorable resolution.

Lisa earned her J.D., cum laude, from Duquesne University School of Law, where she was a member of the Louis L. Manderino Honor Society and the National Mock Trial Team. She earned her B.A., cum laude, in Public Policy Analysis from Saint Vincent College, with a concentration in Economics and minors in Spanish and Public Administration. She is admitted to practice before the Supreme Court of Pennsylvania, the U.S. District Court for the Western District of Pennsylvania, and the U.S. Court of Appeals for the Third Circuit.
