Melanie E. Davis

Melanie E. Davis is an attorney at Kizer & Black, Attorneys, PLLC, in Maryville, Tennessee. She focuses her practice primarily on property owners’ association law and condominium owners’ association law. She also practices in the areas of municipal law, land use law, contract and property litigation as well as civil litigation, and personal injury. 

Ms. Davis serves as the City Attorney for the City of Maryville, Tennessee, the Municipal Planning Commission, Maryville Board of Zoning Appeals, the Maryville City School System, the Maryville Housing Authority, South Blount Utility District, and Tuckalechee Utility District. She is board-certified in civil trial advocacy by the National Board of Trial Advocacy. She is also certified as a civil pretrial advocacy specialist by the National Board of Civil Pretrial Practice Advocacy. 

Ms. Davis has obtained numerous favorable verdicts and settlements on behalf of her clients, for which she was selected to be a member of the Million Dollar Advocates Forum. 

After graduating magna cum laude with a bachelor’s degree in French from the University of Tennessee, Ms. Davis earned her Juris Doctor cum laude from the University of Tennessee College of Law. While in law school, she clerked at the U. S. Attorney's Office in Knoxville and for the U. S. District Court for the Eastern District of Tennessee. 

Ms. Davis is a member of the Blount County Bar Association, the Tennessee Bar Association, the Knoxville Bar Association, and the Tennessee Municipal Attorneys Association ("TMAA"). She served as president of TMAA from 2019 to 2020.  

Ms. Davis has received the highest peer review rating through Martindale-Hubbell, the AV Preeminent* rating.  She was listed in the 100 Best Trial Lawyers in Tennessee each year from 2013 to the present according to the National Trial Lawyers Association. She has also lectured at numerous continuing legal education platforms about government law and owners’ association law.  She has argued over 35 cases in the Tennessee Court of Appeals and/or the Tennessee Supreme Court.
