Renea Hicks

Renea Hicks is a certified appellate and litigation attorney based in Austin, Texas, whose solo practice (Law Office of Max Renea Hicks) extends across the State of Texas. A former State Solicitor, Mr. Hicks focuses on appellate and constitutional disputes, particularly where they intersect with public policy and government decision making. His more recent work has included the areas of political and election law, water rights and environmental disputes, and regulatory takings.

Board certified in civil appellate law, and with more than 40 years of experience, Mr. Hicks continues his involvement in complex and high-profile cases. He has argued several cases in the Supreme Courts of both the United States (6) and Texas (5) and briefed numerous others there. Noteworthy cases include Abbott v. Perez (redistricting), Texas v. New Mexico (interstate water rights), City of Cleburne v. Cleburne Living Center (disability rights), City of Austin v. Reagan Nat'l Advtsg. (First Amendment-city billboard regulation), and City of Austin v. Whittington (governmental takings). Other significant appellate cases include Zimmerman v. City of Austin (campaign finance) and Hudspeth Cty. UWC Dist. v. Guitar Holding (groundwater regulation). He has been involved in every round of Texas redistricting litigation since the early 1990s.

He is rated AV Preeminent by Martindale-Hubbell, has been chosen a Texas SuperLawyer in Civil Appellate Law each year since 2003, and is admitted to practice in the Supreme Court of the United States as well as five federal appellate courts and all federal district courts in Texas. In the early 2000s, he served for several semesters as an adjunct professor at the University of Texas School of Law, teaching a seminar on “Suing and Defending the Government.” Renea graduated with honors from both undergraduate and law school at the University of Texas.
