A political science graduate of the University of Arkansas at Little Rock, Mr. Swaim received his Juris Doctor from SMU Dedman School of Law. He obtained his license to practice law in Texas in 1986 and later before the United States District Court for the Northern District of Texas and the United States Court of Appeals for the 5th Circuit.
