    Over the last 30 years of his career, Scott has focused on environmental issues, energy, water, and climate change.  As a partner in nationally known large law firms, he has worked with clients to solve regulatory challenges and to capitalize on emerging technologies such as renewable energy, energy efficiency, and energy storage.



    His environmental experience over the years is extensive and varied.  He has advised clients in matters involving regulatory issues, transactions, and brownfield re-development.  As climate change has become a significant corporate issue, he has advised clients on greenhouse gas regulation, climate risk and policy, and carbon trading. His experience includes client counseling, enforcement actions, litigation, permitting and siting, and due diligence and contract drafting in transactions.   His experience advising entities in various industries includes:  oil and gas, chemical, refining, pipeline, manufacturing, private equity, real estate, banking, electricity generation.

    The areas of his experience are broad:

    Clean Air Act and air emissions;
    Clean Water Act and wastewater issues;
    Resource Conservation and Recovery Act (RCRA) and solid and hazardous Waste Issues;
    Comprehensive Response, Compensation and Liability Act (CERCLA) and hazaradous substance matters;
    Endangered Species Act, habitat, and other species issues;
    Wetlands and wetlands mitigation banking/trading;
    Brownfield, Voluntary Cleanup, and property remediation and re-development;


    In the energy context, Scott has worked with clients on generation more than $5 billion in electricity generation projects, including:

    Solar projects, including the Webberville Solar Project near Austin – at the time, the largest solar project in Texas.
    Wind projects in west Texas and other states.
    Natural gas-fired power plants, designed to be the lowest emitting plants in the market.
    Energy efficiency and storage contracts, including negotiation on behalf of an energy efficiency company with a multi-national company for deployment of client technology in over 15 countries.


    As water has become a scarce and ever more valuable resource, Scott has assisted clients with water-related projects and disputes.  His water experience includes water quality in terms of wastewater permitting, contaminants in groundwater, disputes at to both surface and groundwater discharge or contamination suits.  Some of these projects have included endangered or threatened species or wetlands issues.

    In addition, he has worked on water supply issues, including water supply agreements, water permit applications, and water rights disputes.



    With respect to the areas above, Scott has also worked on developing environmental, energy, and water technologies.  These range from water treatment, energy storage, soil and groundwater remediation, energy efficiency, and more recently applications of networked and artificial intelligence (machine learning, deep learning, and natural language processing) to environmental and energy water issues.
