An alumna of The University of Texas at Austin, Ms. Harbour completed her bachelor’s degree in sociology before enrolling at Texas Southern University for legal studies. She received her Juris Doctor in 1997 and, in the following year, was admitted to the State Bar of Texas. She is additionally admitted to practice law in New Mexico and before multiple federal courts, including the U.S. Supreme Court, the U.S. Court of Appeals for the 5th, 9th and 10th Circuits, and district courts in Texas, New Mexico and Colorado.

Previously serving as an associate judge for the city of El Paso, Ms. Harbour leverages profound judicial perspective and neutral insight to guide successful mediations today.
