Jeffrey Shearer is the founder of the Law Office of Jeff Shearer PLLC, based in Granbury, Texas. He provides legal representation for criminal defense matters throughout Texas, representing clients in trials, writs and appeals. His practice is founded on a comprehensive understanding of the Texas criminal justice system, ranging from initial trials to post-conviction relief. As a former Marine, he prioritizes attention to detail and trust, and is committed to providing high-quality service.
Mr. Shearer focuses on the unpredictable nature of Texas criminal trials. He recognizes that witness behavior, judicial rulings and jury dynamics create a complex environment that requires him to be prepared for what comes. In addition to trial work, he handles cases involving probation and parole revocation. He navigates these proceedings to help clients avoid unnecessary consequences resulting from improperly resolved issues.
Having managed the demands of appellate work, Mr. Shearer utilizes criminal writs as strategic tools before, during or after a trial. Whether seeking to reduce bail or obtain new evidence in a post-conviction matter, he applies these legal instruments to address the specific needs of each case. As an advocate, he is dedicated to protecting his clients’ rights and providing them with the most favorable outcome.
Mr. Shearer earned his Juris Doctor from the Texas A&M University School of Law with a concentration in criminal law, justice and policy. He also holds an MBA from Webster University and a BA in criminal justice from Temple University. Licensed to practice in Texas since 2020, Mr. Shearer is an active member of the Texas Criminal Defense Lawyers Association, where he previously served as a member of the Law School Students Committee.

- Title IX fails to provide the tools or guidelines necessary to equalize opportunities for all student athletes in the collegiate setting despite the government’s continuous effort to explain the law. This failure is because judicial precedent has largely developed around the binary proportionality test of compliance. Title IX was originally intended to equalize educational opportunities for male and female students in order to remedy past discrimination in our society. However, the application of Title IX has frequently created fewer opportunities in athletics due to the unintended relationship between the proportionality standard and the social phenomenon that is the commercialization of college sports. This comment will highlight recent historical challenges with Title IX's application in college athletics with a focus on men’s gymnastics. This comment proposes that the Office for Civil Rights revoke their policy letter outlining the binary proportionality test, so that universities will be incentivized to use more qualitative measures of compliance. Finally, this comment will highlight developing legal issues with the application of the binary proportionality test on transgender athletes., Author, Good Initiative, Bad Judgement: The Unintended Consequences of Title IX's Proportionality Standard on NCAA Men's Gymnastics and the Transgender Athlete, Pace Intellectual Property, Sports & Entertainment Law Forum, Administrative Law, Agency, Civil Rights And Discrimination, Education Law, Entertainment, Arts, And Sports Law, Health And Physical Education, Intellectual Property Law, Law And Gender, Outdoor Education, Sexuality And The Law, 2020
