As a partner at Royston Rayzor in Galveston and Houston, Texas, Mr. Eugene Barr focuses his practice on transactional matters and litigation relating to transportation, construction and maritime law. He has also argued successfully on behalf of individuals and companies involved in commercial disputes and personal injury lawsuits. In addition to advocating on their behalf during settlement negotiations and civil trials, Mr. Barr has assisted his clients during arbitration hearings held by bodies, including the American Arbitration Association and the Society of Maritime Arbitrators and administrative proceedings conducted by the National Transportation Safety Board, the Occupational Safety and Health Administration, the National Pollution Funds Center and the U.S. Coast Guard.
After earning his Bachelor of Arts from The University of Texas at Austin in 2004, Mr. Barr attended The University of Texas at Austin School of Law. He was admitted to the State Bar of Texas after earning his Juris Doctor in 2007. Mr. Barr is licensed to practice law before the state courts of Texas and the U.S. District Court for the Southern District of Texas. He is a member of the Maritime Law Association of the United States and the Galveston County and Houston bar associations. Mr. Barr also sits on the planning committee of the Houston Marine & Energy Insurance Conference.
Complex cases Mr. Barr has litigated successfully include a federal trial involving a Venezuelan construction project and administrative proceedings and lawsuits connected to a maritime collision and oil spill that gave rise to more than 1,500 claims. He has argued with great success on behalf of engineers and construction companies in construction defect and commercial dispute litigation, and he has obtained summary judgment dismissals in personal injury lawsuits brought against manufacturing facilities, marine terminals and ship owners.
