    A 1969 graduate of the University of Texas, Mr. Hagans obtained his Juris Doctor from the University of Texas School of Law in 1972. He is admitted to practice before all U.S. District Courts in Texas as well as before the U.S. Court of Appeals for the 5th Circuit and the U.S. Supreme Court.
