    Geneva L. Taylor is one of the nation’s preeminent special education attorneys. Ms. Taylor’s influence in this still-developing legal field is realized throughout the country through her national speaking events and publications relating to special education, disability discrimination law, and the education of student’s with disabilities. Ms. Taylor quickly became go-to special education expert on providing education to students during COVID-19 Coronavirus school closures. Ms. Taylor is a named partner at Powell, Youngblood, & Taylor LLP, a Texas statewide school law firm representing public schools, charter schools, community colleges, and educational agencies with six offices throughout the state.  

    Ms. Taylor began her practice in Los Angeles, California with Atkinson, Andelson, Loya, Ruud & Romo, APLC. Ms. Taylor is managing partner of Powell, Youngblood & Taylor, LLP’s, Houston office and the firm’s statewide special education practice group leader.  Admitted to practice before all Texas and California state courts, Ms. Taylor is also admitted to practice before the U.S. District Courts for the Southern and Eastern Districts of Texas, as well as before the U.S. Court of Appeals for the 5th Circuit.

    Ms. Taylor is renowned as an expert in all areas of special education and student disability law. Ms. Taylor has earned distinction by focusing on the needs of special education student with a firm grasp on federal and state law. Ms. Taylor’s work in developing areas of law such as the over-identification and over-discipline of socioeconomically disadvantaged student, bully in special education, and discrimination based on disability has changed the way schools throughout the country identify and education children with special needs.

    Ms. Taylor experience encompasses special education, student civil rights, discipline, bullying, autism, deaf and hard-of-hearing student issues, and discrimination against socioeconomically disadvantaged students. Ms. Taylor regularly furnishes advice and counsel to her clients regarding state and federal civil rights laws, including the Americans with Disabilities Act and the Individuals with Disabilities Education Act.

    Ms. Taylor has delivered numerous presentations on topics related to her practice area. Some of the subjects have included Section 504 of the Rehabilitation Act of 1973, students with dyslexia, bullying in special education, and parental revocation of consent for a child to receive special education services. She has had numerous articles published as well on a variety of matters.

     As an undergraduate, Ms. Taylor attended California State University, Long Beach, where she majored in philosophy pre-law and received a Bachelor of Arts cum laude in 2005. Ms. Taylor received the distinguished student award, appeared on the president’s and dean’s list and recognized as alumni whose career to follow. Her legal education was obtained at Whittier Law School, and she was awarded her Juris Doctor in 2008. Ms. Taylor received a Full Fellowship in the Whittier Law School Center for Children’s Rights and is the founder of the Whittier Law School Diversity Fair which promotes higher education for socioeconomically disadvantaged students. Ms. Taylor was awarded the Rosenthal Bar Award for her dedication to public interest law. Ms. Taylor's professional affiliations include the Harris County Bar Association and the Texas Council of School Attorneys.
