He is allowed to argue before all U.S. district courts in the state, as well as before the U.S. Bankruptcy Court for the Southern District of Texas, the U.S. Court of Appeals for the 5th Circuit and the Supreme Court of the United States.

Since 1983, Mr. Phifer has represented Fortune 500 corporations, later expanding his practice to represent individuals and victims of negligence, winning many multimillion-dollar verdicts and settlements for his clients. Additionally, he volunteers his time to aid the underprivileged through the Houston Bar Association and the Houston Trial Lawyers Association.
