W. David Carter

W. David Carter is an attorney at Mercy Carter LLP in Texarkana, Texas, where he represents individuals and businesses in a broad range of complex litigation matters. His practice focuses on sexual assault and church sex abuse cases, serious accidents, commercial litigation, and serving as local counsel and attorney referrals. With decades of courtroom experience, he is recognized for handling high-stakes civil litigation and advocating for clients in challenging legal disputes.

Board certified by the Texas Board of Legal Specialization in civil trial law, personal injury trial law, and consumer and commercial law, Mr. Carter has developed a distinguished career representing clients in trial and appellate courts. Mr. Carter earned his Bachelor of Arts from the University of Central Arkansas in 1982 before receiving his Juris Doctor from the University of Arkansas at Little Rock School of Law in 1985. He was admitted to practice in Arkansas in 1985 and Texas in 1987. He is also admitted to practice before the U.S. District Courts for the Eastern and Western Districts of Arkansas; the Eastern, Western, Northern and Southern Districts of Texas; and the U.S. Courts of Appeals for the 5th and 8th Circuits.

An active member of the legal community, Mr. Carter belongs to the American Board of Trial Advocates' East Texas Chapter, the American Association for Justice, the Arkansas Trial Lawyers Association, the Texas Trial Lawyers Association, the Northeast Texas Bar Association, the American Bar Association and the State Bar of Texas. 

Mr. Carter has served in several leadership roles, including president of the Texarkana Bar Association from 1998 to 1999 and president of the Southwest Arkansas Bar Association in 1990. He also served in the American Bar Association House of Delegates from 1996 to 1999. He has earned an AV Preeminent* peer-review rating through Martindale-Hubbell.
