He is also admitted to practice before the U.S. District Courts for the Eastern and Western Districts of Arkansas; the Eastern, Western, Northern and Southern Districts of Texas; and the U.S. Courts of Appeals for the 5th and 8th Circuits.
An active member of the legal community, Mr. Carter belongs to the American Board of Trial Advocates' East Texas Chapter, the American Association for Justice, the Arkansas Trial Lawyers Association, the Texas Trial Lawyers Association, the Northeast Texas Bar Association, the American Bar Association and the State Bar of Texas.
Mr. Carter has served in several leadership roles, including president of the Texarkana Bar Association from 1998 to 1999 and president of the Southwest Arkansas Bar Association in 1990.
