Dugan P. Kelley serves as co-founder and shareholder of Kelley Clarke Law PC, a boutique firm headquartered in Prosper, Texas, with offices in Santa Barbara, California. Devoted to delivering large-firm experience to local communities, he represents clients nationwide. As chair of the Securities and Real Estate Practice group, he advises on commercial, residential and multifamily property acquisitions and dispositions. Throughout his career, Mr. Kelley has structured real estate transactions exceeding $2 billion, including commercial loan closings, private equity raises, joint ventures, leasing and syndications. He also provides counsel on securities offerings, corporate finance and regulatory compliance. He advises entrepreneurs and investors on corporate structuring, securities compliance and capital raising strategies.
Mr. Kelley’s litigation portfolio spans complex commercial controversies, including business torts, intellectual property disputes and white collar defense. As an active mediator, he crafts innovative resolutions tailored to client objectives, emphasizing efficiency and risk mitigation. Complementing his transactional practice, he has litigated disputes in state and federal courts, arbitration panels and administrative forums. He has secured over one hundred million dollars in verdicts and settlements and has appeared in hundreds of trials. Recognizing that each dispute is unique, he serves as mediator and settlement counsel.
Committed to service, Mr. Kelley advises businesses on entity formation, risk management and corporate governance as outside general counsel. He serves on nonprofit boards, including Treasured Vessels Foundation, dedicated to ending human trafficking and supporting survivors. Outside practice, he has taught legal research, writing and advocacy as an adjunct professor. He’s also a published, best-selling author of “Purpose, Passion & Profit” and a sought-after voice on stage, regularly delivering talks and lectures at events.
Driven by a passion for justice, Mr. Kelley pursued his Juris Doctor at Regent University School of Law. After successfully passing the State Bar of Texas in 2008, he has devoted his practice to serving clients throughout the state ever since.
