After graduating from the College of William & Mary, Mr. Marrs then received his law degree at the University of Virginia in 1985, where he served on the editorial board of the Journal of Law and Politics. Since 1985, he has been licensed in Virginia, and admitted to practice before the federal district and bankruptcy courts in Virginia, as well as the Fourth Circuit Court of Appeals. He later gained admission to the bar of the U.S. Supreme Court as well.
