Tom works with clients all over the world from his offices in the Washington, D.C., and Northern Virginia metro area (Arlington, Alexandria, Fairfax, and Loudoun). He practice includes intellectual property, patent infrignment, trademark infrignement, business, and aviation and aerospace law. Typical cases involve matters related to patents, contract disputes, trade secrets, trademarks and copyrights. Over the last 15 years Tom has appeared in more than 40 Federal District Court cases aroudn the United Sattes as lead counsel, as well as appearing before the English Court of Chancery and a host of other courts.

Tom graduated from Lafayette College and holds a MBA and a MS in biotechnology from the University of Maryland, and a Juris Doctor from Washington and Lee University School of Law. Mr. Dunlap has appeared on brief before the Supreme Court of the United States on muliple occasions and has appeared before the U.S. Federal Circuit , Court of Claims and Court of Appeals for Veterans Claims. He is admitted to practice in the state and Federal courts of Virginia, Maryland and the District of Columbia and before several other federal courts including the Eastern District of Texas, the District of Colorado and pro hac vice before the District Courts of New Jersey, New York, Minnesota, Florida, and Delaware.

During his legal career, Mr. Dunlap has received numerous awards and honors. The Hollywood Reporter has named him to its Power Lawyers: Hollywood's Top 100 Attorneys list. Northern Virginia Magazine has named him to its NoVA Top 10 Lawyers list, and he has appeared in Who's Who in American Law. He holds a 10.0 "Superb" rating from his peers through Avvo, and he holds a rating of Distinguished* from his peers through Martindale-Hubbell. He is a former president of the Loudoun County Bar Association and has also served on the organization's board of directors.


In IP litigation, Tom has won numerous patent preliminary injunctions, summary judgment motions and Federal Circuit Appeals, including the recent precedential post-AIA decision Tinnus Enterprises, LLC, Zuru LTD v. Telebrands Corporation, Bed Bath & Beyond, Inc., Case No. 16-1410 (Fed. Cir., Jan. 24, 2017) (Addressing the merits of an injunction in a case where the district court and the Patent Trial and Appeal Board (PTAB) disagreed as to the validity of a patent in parallel proceedings, the US Court of Appeals for the Federal Circuit affirmed the preliminary injunction by citing to the different standards applied by each forum.). Tom has authored and taught numerous classes for the last 15 years to attorneys and businesses, most recently Determining Damages in Patent Infringement Cases: A 2017 Perspective (2017), Patent Damages: The Rise of the Footprint Approach (2016) and every two years for the last 6 years the Virginia Lawyer’s Deskbook, Chapter 8 - Intellectual Property.  Tom holds a JD, MBA and MS in biotechnology, and is a former Army officer, (Armor and Cavalry), a former special prosecutor (Loudoun County), has served as co-chair of the ABA’s Copyright CLE subcommittee and is formerly a board member and president of the Loudoun County, Virginia bar association. 


Most recently Tom was again named a SuperLawyer (2017) for intellectual property.  The firm has for the third year in a row been named a “Best Law Firm in Virginia” by Virginia Living and the PCT Global Law 2016 Intellectual Property Firm and a Top Patent Firm by IPWatchdog. Tom is the former CEO (2007-2010), patent holder, founder and former Chairman (2010-2017), of the George Mason University licensee biotechnology company Ceres Nanosciences Inc. for which he raised $4.5 million in initial funding, and which has recently (2017) completed its $9 million venture A round (Greybird Ventures) and is the past recipient of more than $12 million in grants from the Department of Defense (DARPA), NIH, the Gates Foundation and the governor of Virginia for test for Ebola, malaria and Zika.  The company’s primary commercial products are a Lyme Disease diagnostic test and a research discovery toolkit sold principally with Shimadzu mass spectrometers.
