Following a Bachelor of Science degree in public administration from the George Mason University, Mr. Maurer earned his Juris Doctor from the Quinnipiac University School of Law with a certificate in criminal law. As a student at George Mason, he participated in a foreign exchange program with the University of Oxford. Further, he also completed his undergraduate studies at New College, University of Oxford, with a double primary in history and law.   

Prior to entering private practice, Mr. Maurer served as an Assistant Commonwealth's Attorney in Danville, Virginia, and was eventually promoted to Senior Assistant Commonwealth's Attorney in Virginia Beach, Virginia.
