Ms. Gallagher graduated magna cum laude with her Bachelor of Arts in political science and Latin American studies from Temple University in 1984. She then went on to complete law school at Antioch School of Law, now known as the University of the District of Columbia David A. Clarke School of Law, graduating in 1987 with her Juris Doctor. She later completed her LL.M. at the Georgetown University Law Center.

Licensed in 1987, Ms. Gallagher brings over 25 years of experience to benefit her clients. She has practiced refugee, human rights and immigration law in both the U.S. as well as in Europe and Central America. She is considered to be an international expert in refugees and asylum, and has served as a consultant with the United Nations High Commissioner for Refugees. Ms. Gallagher has also taught immigration law in both European and American universities in addition to her private practice.

Ms. Gallagher is a frequently invited speaker at both national and international conferences on immigration. She is also a published author, and has written books and articles on the topic of immigration. In 1998, Ms. Gallagher went to Spain as a senior Fulbright Scholar, and she is fluent in Spanish. She is a dual citizen of both the Republic of Ireland and the United States. Ms. Gallagher is the president of the International Detention Coalition and serves on the board of trustees of the American Immigration Council.
