Representative Clients

  • The client is teen-aged recruit for the U.S. Marine Corps who was allegedly sexually abused by a Marine recruiter. The matter is filed as a Federal Tort Claims Act administrative complaint against the United States Marine Corps and its parent agencies the United States Department of the Navy and the Department of Defense (collectively “the Marines”).  Under the FTCA, the first step for individuals with claims against an agency of the federal government such as the Marines is to file an administrative complaint against the agency at fault. The Complaint alleges that the plaintiff, Jane Doe, was groomed into a sexual relationship by the recruiter, Christopher Champagne, who also sexually assaulted her when she tried to end their relationship.  The Complaint alleges that the Marine Corps is negligent for failing to enforce Ms. Doe’s protective order against Mr. Champagne and for allowing him to continue to serve as a recruiter in charge of teen-aged recruits despite the Marine Corps being aware that Mr. Champagne’s wife had previously accused him of a sexual assault.  , 2024
