If you ask Larry Ebner when he plans to retire from the practice of law, his answer always will be the same: “Never!” In fact, Larry, a full-time appellate litigation specialist, is busier than ever. He is a 1972 Harvard Law School graduate and Big Law alumnus who in 2016 launched his own Washington, D.C.-based appellate boutique, Capital Appellate Advocacy PLLC. Larry is a client-centric solo practitioner who dislikes billing by the hour. He not only handles appeals to the Supreme Court and in federal courts of appeals throughout the United States, but also wears an additional hat—he is Executive Vice President & General Counsel of the Atlantic Legal Foundation, where he conducts that nonprofit, public interest law firm’s top-ranked Amicus Curiae Program.
A fierce defender of free enterprise and individual liberty, Larry focuses his civil litigation appellate practice on complex issues of federal law, including in cases against the United States and federal regulatory agencies.
Larry is a Fellow of the highly selective American Academy of Appellate Lawyers. He also has been elected to membership in the prestigious Federation of Defense & Corporate Counsel, serving as Chair of its Appellate Law Section and as a Vice Chair of the Amicus & Public Policy Committee. Larry also long has been devoted to DRI–Association of Lawyers Defending Business, where he is Immediate Past Chair of the Center for Law and Public Policy and an Emeritus Member of the Amicus Committee.
In August 2024 DRI awarded Larry its Tom Segalla Excellence In Education Award, which is given to a “member of DRI whose contributions through legal scholarship exemplify the highest educational standards of the organization and further its mission of improving the skills of the defense practitioner.” In July 2025 Larry was the recipient of FDCC’s John Appleman Award, by which “the FDCC honors the Substantive Law Section Chair who has made the most outstanding contribution to the advancement of the FDCC’s educational goals through the work of his or her Section.” Thomson Reuters has repeatedly selected Larry as one of only a handful of solo-practitioner, Washington, D.C.-based, Appellate “Super Lawyers.”
One more thing about Larry: He is a proud member of the legal profession, and if he could, would banish the phrase “law industry” from the legal lexicon.
Larry and his wife Barbara have been married for more than half a century. They enjoy traveling around the United States, and spending time with their daughters, sons-in-law, and six grandchildren.
