Highly educated, Ms. Cloutier received her Bachelor of Science in nuclear engineering from The University of New Mexico in 1990 and her Master of Science in nuclear engineering from Idaho State University in 1992. She obtained her Juris Doctor in 1997 from Seattle University School of Law, and in 2004, she earned her Master of Science in mathematics from the University of Connecticut.
