A 1977 magna cum laude graduate of the West Virginia University, Ms. Miller received her Master of Science in industrial relations from the school in 1979, where she was a member of the Industrial Relations Honor Society. She then returned to her alma mater and obtained her Juris Doctor from the West Virginia University College of Law in 1982, and she was a member of the moot court board and the Moot Court Team during the Wagner Competition from 1980 to 1981.

Ms. Miller is admitted to practice before all West Virginia state courts as well as the U.S. District Court for the Northern and Southern Districts of West Virginia. She also holds her admission to practice before the Supreme Court of Appeals of West Virginia, the U.S. Supreme Court and the U.S. Court of Appeals for the 4th Circuit.
