Circuit, U.S. Court of Appeals for the Fourth Circuit, District of Columbia Court of Appeals, Maryland Court of Appeals, and Maryland Court of Special Appeals. His appellate practice includes appeals arising from business and commercial disputes, employment litigation, and diverse civil litigation matters.

    In his employment practice, Joe is a trusted adviser and advocate for federal employees in a full range of employment disputes. He represents federal employees facing adverse personnel actions, such as suspensions, demotions, and removals, including appeals to the MSPB. He also represents federal employees in all EEO matters, including discrimination, harassment, and retaliation. His practice includes all aspects of federal whistleblower protection law and disputes involving prohibited personnel practices.

    In the private sector, the legal and regulatory landscape for employers is more complex than ever before. Joe puts his knowledge of employment law to work for businesses and employers seeking to reduce their legal exposure or facing claims by employees. He advises and represents employers in litigation avoidance strategies, internal investigations, and employment litigation.

    Joe is a graduate of Regent University School of Law, where he was an Executive Editor of the Law Review. After law school, he served as a law clerk for the Honorable James A. Kenney, III of the Maryland Court of Special Appeals.
