Edward H. Passman

As Senior Counsel at Gilbert Employment Law, P.C., Edward H. Passman represents federal employee clients from Silver Spring, Maryland, in matters related to labor and employment law. A Fellow of the College of Labor and Employment Lawyers, he served as Director of the Labor-Management Relations Department for the American Federation of Government Employees and ALF-CIO, as a Labor Management Relations Examiner for the National Labor Relations Board for Region 13, and as a principal in Passman & Kaplan, P.C, before coming to the firm.

Mr. Passman attended Pace University, where he was on the Dean’s list and earned his Bachelor of Business Administration in 1961. At Harvard Law School, he earned his Juris Doctor in 1964, and then he moved on to the University of California Los Angeles Anderson School of Management and earned a Master of Business Administration in Industrial and Labor Relations in 1966.

Admitted to practice in both Maryland and the District of Columbia, Mr. Passman is also admitted to practice before the United States Court of Appeals for the District of Columbia Circuit and the United States District Court for the District of Columbia. Currently, he is a member and past president of the Society of Federal Labor & Employee Relations Professionals.

An engaging and knowledgeable instructor, Mr. Passman has presented to the Federal Training Foundation, Inc., the Society of Federal Labor & Employee Relations Professionals and the Georgetown Law Office of Executive and Continuing Legal Education. As a writer, he has published works in Dewey Publications Inc., the BNA Employment Discrimination Reporter, and the Labor Law Journal.
