Mr. Mandala graduated from Emory University in Atlanta, Georgia, with degrees in English and political science. He received his law degree from Tulane University Law School. He holds licenses to practice law in Texas and Louisiana, as well as federal courts in both states and the U.S. Court of Appeals for the Federal Circuit.
